AUTHORIZING THE GRANT OF HONORARIA TO OFFICIALS AND EMPLOYEES OF THE OFFICE OF THE PRESIDENT PROPER IN RECOGNITION OF THEIR PARTICIPATION AND ADDITIONAL WORK RENDERED OUTSIDE OF THEIR REGULAR FUNCTIONS, IN SUPPORT OF THE COMPREHENSIVE COMPUTER-BASED MANAGEMENT INFORMATION AND DECISION SUPPORT SYSTEM FOR THE OP PROPER.
In October 1991, the Office of the President with the support of the National Computer Center, has embarked on a three-phase computerization project designed to establish a comprehensive computer-based management information and decision support system and a centralized management information system for the OP proper. The project is now on its second phase where local area networking in its unit is to be implemented. The third phase will be the inter-office networking which if fully installed will:
1. enhance information support for the President and for other decision-makers in OP;
2. improve the OPs public service delivery to the people, the entire bureaucracy and to the international community; and,
3. improve administrative support for OP offices and personnel.1aшphi1
The project has involved the participation of all OP personnel who will set the directions for computerization efforts within the OP proper. In recognition of their extra services in support of the project, and pursuant to the pertinent provisions of LOI No. 565, as implemented by the National Compensation Circular No. 75, series of 1995, the grant of honoraria to all OP officials and employees equivalent to 80% of the authorized monthly rate for each level as indicated in the attached list, is hereby authorized, subject to accounting and auditing rules and regulations, chargeable against all available kinds of savings of the Office of the President.
