MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 322, November 23, 1995 ] There is hereby created a Special Review Committee to review and reevaluate the “Modernization of Philippine Airways System, Phase II: GEC Marconi Contract.” The Committee shall be composed of Executive Secretary Ruben D. Torres as Chairman, with Chief Presidential Legal Counsel Antonio T. Carpio and Secretary of National Defense Renato S. De Villa, as members.
