DIRECTING THE FORMATION OF TASK FORCES IN PREPARATION FOR THE APEC MEETINGS IN 1996
WHEREAS, the National Organizing Commission for the Asia Pacific Economic Cooperation (APEC-NOC) 1996 meeting was created by virtue of Administrative Order No. 160 to take charge of the administrative preparations for the Philippine hosting of APEC Meetings in 1996;
WHEREAS, to ensure the successful hosting by the Philippines of APEC-related activities in 1996, APEC-NOC has been mandated to, among others, formulate and implement a workplan for said purpose;
WHEREAS, to ensure that the workplan and related activities are fully implemented according to timetable, the Director General of the APEC-NOC-EC shall supervise and monitor all activities relative thereto;
WHEREAS, APEC-NOC has barely two months to prepare for the first APEC activity – the APEC Human Resource Development (APEC-HRD) Ministerial Meeting which will be held on 8-11 January 1996 in Manila;
NOW, THEREFORE, INFIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order the creation of the following Task Forces to be headed by agencies mentioned hereunder:

The heads of Task Forces shall report to the Director General of the APEC-NOC-EC within ten (10) days from the effectivity of this order. They shall convene their respective Task Forces as soon as possible to prepare their respective Action Plans for the forthcoming APEC activities in 1996. The Action Plans shall be approved by the APEC-N(t)C for immediate implementation.
The Task Forces shall encourage the participation of private sector groups and non-government organizations in the pursuit of their respective activities.1aшphi1
To fast-track the acquisition of necessary supplies, equipment and services for the APEC meeting, the Task Forces are hereby granted authority to procure and exemption from the governing rules on public bidding, subject to the relevant provisions of E.O. No. 301 entitled “Decentralizing Actions on Government Negotiated Contracts, Lease Contracts and Records Disposal”.
This Memorandum Order shall take effect immediately.
