MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 314, October 3, 1995 ] There is hereby created a Fact Finding Committee to conduct an inquiry into the reported involvement in jueteng operations of Major General Ramon Montano (Ret.), Presidential Adviser on Police Matters and General Orlando Q. Antonio (Ret.), Chief Operating Officer of Philippine Amusement and Gaming Corporation. The Committee shall be composed of Chief Presidential Legal Counsel Antonio T. Carpio, as Chairman, with Senior Deputy Executive Secretary Leonardo A. Quisumbing and Presidential Consultant on Military Affairs Edgardo Batenga as Members.1aшphi1 The Committee shall submit its report and recommendations to the Office of the President, thru the Office of the Executive Secretary, not later than November 30, 1995.
