RE-ESTABLISHING AND RE-ACTIVITATING THE OFFICE OF THE PRESIDENT COORDINATING CENTER (OPCC) FOR THE STATE VISITS TO NEW ZEALAND AND AUSTRALIA

WHEREAS, the OPCC was established as an ad hoc body in the Office of the President on evolving critical issues and developments during the period of the President’s conduct of foreign visits;

WHEREAS, it was activated on 24 hours operation during the state visit to Kuala Lumpur, Malaysia on 26-30 January 1993, and was thereafter reactivated during the President’s foreign visits until 30 March 1994;

NOW THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by Virtue of the Powers vested in me by law, do hereby re-establish and re-activate the operation of the Office of the President Coordinating Center during the state visits to New Zealand and Australia for the period 15 to 23 August 1995.

Section 1. The OPCC shall be under the overall supervision and responsibility of an Executive Committee chaired by the Executive Secretary, with the Secretaries of National Defense and Interior and Local Government as Vice-Chairmen, and the following as members:

Chief Presidential Legal Counsel

Director General, National Security Council

Senior Deputy Executive Secretary

Deputy Executive Secretary

Head, Presidential Management Staff

Assistant Secretary for Legal Affairs

Presidential Adviser for Political Affairs

Presidential Adviser for Police Affairs

Presidential Adviser for Military Affairs

Section 2. The functions of the OPCC shall primarily include:

a.Provision of timely information to the President on evolving critical issues and developments during the period through the regular submission of OPCC Bulletins;

b.Provisions of a feedback system among and between agencies, and the OP in carrying out the President’s Directives while in Australia and New Zealand; and

c. Provision of a channel of coordination and collaboration during the President’s absence.

Section 3. The OPCC shall involve the participation and cooperation of all departments and agencies under the Executive Branch to be grouped into two (2) categories:

Group A: Parallel Agencies composed of DILG, DFA, DND, DSWD, DOTC, DPWH, MMDA, NPC, PIA, RVTM and Task Force Lily; and

Group B: Cooperating Agencies composed of DOE, DA, DTI, DECS, DOLE, DENR, DOJ, DBM, NEDA, NEA, NIA, and OMA.

The Chairman of the OPCC Executive Committee may also call upon any governmennt agency or instrumentality to participate and cooperate in the monitoring activities as may be necessary.

Section 4. The Parallel Agencies (Group A) shall establish counterpart coordinating centers in their respective departments/agencies that shall oeprate on a 24-hour basis to conduct monitoring activities of parallel agencies shall be submitted to the OPCC at 6-hour intervals.

Section 5. The Cooperating Agencies shall designate liaison officers who shall be required by the OPCC. On a daily basis, Cooperating Agencies shall submit monitoring reports on their sectors at 12-hour intervals.

Section 6. The Center shall operate and co-locate with Task Force Lily at the Command Operation Center (COC), 4th Floor, New Executive Building, Malacañang.

Section 7. The operation of the Center shall be supervised by a member of the Executive Committee on a 24-hour rotation basis. technical and secretrariat support shall likewise be provided on a 24-hour rotation basis by a senior PMS. Task Force Lily shall continue to provide inputs to the OPCC on matters pertaining to criminality, insurgency, and peace and order.

Section 8. Funding support for the opeation of the OPCC shall be provided by the Office of the President.1aшphi1

Section 9. This memorandum shall take effect on 15 August 1995 and shall remain in effect until 23 August 1995.
