[ Memorandum Order No. 300, August 11, 1995 ]

DIRECTING THE CABINET OFFICERS FOR REGIONAL DEVELOPMENT (CORDs) TO OVERSEE REGIONAL POVERTY ALLEVIATION ACTION PLANS

WHEREAS, there is a need to synergize National Government Agency development efforts at the regional, provincial and local levels to ensure area-focused and basic sector-targetted poverty alleviation programs that will lead to annual significant and substantial improvement of the lot of the poor, measurable and felt by all Filipino citizens;

WHEREAS, in the Joint Cabinet-Governors Anti-Poverty Workshop and pre-workshop activities held in late July and early August this year, a consensus was reached that in order to facilitate the effective and efficient implementation of Poverty Alleviation Programs, the Poverty Alleviation, Action Plan components of regional and provincial development plans must be clearly identified, formulated and periodically reviewed in the context of implementation feedback;

WHEREAS, there is a need to clarify accountabilities at the regional and local levels for improving the lot of the poor;

WHEREAS, the functions of the Cabinet Officers for Regional Development include responding to regional development concerns;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. The Cabinet Officers for Regional Development shall be responsible for overseeing the formulation, implementation, monitoring and evaluation of the Regional Poverty Alleviation Action Plan (RPAAP). As such, the CORD, in close coordination with the Provincial Governors, shall also resolve concerns arising from the implementation of the RPAAP.

Section 2. The CORD shall ensure that the RPAAP synchronizes and facilitates the implementation of National Government Agency initiatives with Provincial Poverty Alleviation Action Plans formulated and implemented by the Provincial Governors, and identifies clearly the roles and extent of accountabilities of key government implementors.

Section 3. The CORD may call upon any government agency or office for purposes of implementing this oversight function.1aшphi1

Section 4. The CORD shall submit monthly reports to the Office of the President on the status of implementation of the RPAAP, underscoring CORD-level actions taken to bridge identified gaps or resolve problems arising in implementation. The first report shall be submitted not later than thirty (30) days from the effectivity of this Order.

Section 5. This Memorandum Order shall take effect immediately.
