[ Memorandum Order No. 293, July 12, 1995 ]
To resolve the perceived interlocking and conflicting interests or areas of concern by and between the Public Estates Authority (PEA) and the Philippine National Construction Corporation (PNCC) insofar as the construction of roads under a Build-Operate-Transfer arrangement is concerned, an arbitration committee is hereby constituted to be composed of the following:

The Committee shall submit to the President its report and recommendation on the issue above-indicated, including other fundamental problems existing between the PEA and PNCC dealing with capital structure, asset transfers, and financial liabilities, not later than ninety (90) days from issuance of this Order.
The Committee may call upon and secure the assistance of any department, office, agency, or instrumentality in the discharge of its duties and functions.1aшphi1
