[ Memorandum Order No. 292, July 11, 1995 ]
It has come to the attention of this Office that many requests for Presidential Proclamations declaring special days or holidays are submitted late, sometimes just a few days before the date itself. At other times, these requests are not submitted through the proper channels, resulting in unnecessary delay in processing.
Effective immediately, all requests for the issuance of Presidential Proclamations declaring special days or holidays must be filed with and received by the Office of the President no less than thirty (30) days before the special day, holiday or event sought to be covered by the proclamation. This Office shall not entertain any request not filed or submitted within the aforesaid cut-off period.
Requests covered by this Memorandum Order may be filed with the President’s Office or the Office of the Executive Secretary.1aшphi1 The Office of the Assistant Executive Secretary, for Legal Affairs shall continue to function as the central secretariat handling the processing of these documents.
