DIRECTING THE INTEGRATION OF THE PHILIPPINES’ STRATEGY FOR BIOLOGICAL DIVERSITY CONSERVATION IN THE SECTORAL PLANS, PROGRAMS AND PROJECTS OF THE NATIONAL GOVERNMENT AGENCIES AND THE OPERATIONALIZATION OF THE OBJECTIVES OF SUSTAINABLE BIOLOGICAL DIVERSITY RESOURCE MANAGEMENT AND DEVELOPMENT AS EMBODIED IN THE STRATEGY

WHEREAS, the Government’s thrust on sustainable development is embodied in the Philippine Strategy for Sustainable Development;

WHEREAS, the Philippines is a signatory to the Declaration and Agenda 21 of the United Nations Conference on Environment and Development in Rio de Janeiro, Brazil in 1992 which adopted the Global Program of Action for Environment Protection and Sustainable Development;

WHEREAS, the Philippines adheres to the United Nations Convention on Biological Diversity Conservation adopted by the Conference of Parties in 1992 and to which the country is a member;

WHEREAS, the Government, through the Philippine Council for Sustainable Development (PCSD), has adopted the national policy framework on biological diversity conservation and its national strategy to ensure the preservation of the variability of the country’s living organism at the generic, species and ecosystem levels;

WHEREAS, there is a need to institutionalize these national policy framework and strategy for the furtherance of the country’s sustainable development and the Government’s commitments under the above international agreements;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. Institutionalization of the National Framework and Strategy. All national agencies and instrumentalities of the government are hereby directed to integrate the national framework and strategy on biological diversity conservation in the updating of their respective sectoral plans, programs and projects. This effort should result to the operationalization of strategy in the implementation of their plans, programs and projects;

Section 2. Implementing Mechanism. An effective and efficient monitoring mechanism shall be established by the PCSD, particularly its Sub-Committee on Biological Diversity, to ensure the implementation and compliance by the agencies of the implementing guidelines of the national strategy on biological diversity conservation. The mechanism shall also provide the necessary information and technical assistance to the National Government Agencies in the integration of the strategy’s objectives in the sectoral plans, programs and projects.

Section 3. Funding. The PCSD and the Department of Budget and Management shall jointly identify funding sources to ensure the timely and adequate availability of funds to operationalize the monitoring mechanism.1aшphi1

Section 4. Effectivity. This Order shall take effect immediately.
