[ Memorandum Order No. 278, April 24, 1995 ]

CREATING A NATIONAL ADVISORY BOARD FOR THE PRESIDENTIAL COMMISSION FOR THE URBAN POOR

WHEREAS, to further enhance the government efforts to alleviate the plight of the urban poor, there is a need to establish a national advisory board for the Presidential Commission for the Urban Poor (PCUP) which shall serve as an advisory body of the PCUP in policy formulation and program implementation addressed to the needs of the urban poor sector and which shall further serve as direct link between the government and the various sectors of the society;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me, do hereby order:

Section 1. There is hereby created a National Advisory Board (Board) for the PCUP directly under the Office of the President, which shall be composed of representatives from urban developers, academe, business, banking and finance and the urban poor sectors who are recognized and respected for their sincere concern and commitment for the uplift of the urban poor.

Section 2. The Board shall have a Chairman and fourteen (14) members, all of whom shall be appointed by the President.1aшphi1

Section 3. The Board shall have the general function and responsibility of advising the PCUP in policy formulation and program implementation affecting the urban poor sector with emphasis on the resolution of problems related to urban migration, migrant employment and urban development.

Section 4. Regional Advisory Boards may be organized by the Board upon the recommendation of the Chairman of the PCUP and the approval of the President of the Philippines.

Section 5. The President of the Philippines shall serve as Ex-Officio Chairman of the Board and the Chairman of the PCUP shall serve as an Ex-Officio member thereof.

Section 6. This Memorandum Order shall take effect immediately.
