PRESCRIBING THE INCLUSION OF THE RECITATION OF “PANUNUMPA NG KAWANI NG GOBYERNO” AND SINGING OF “AWIT NG SERBISYO SIBIL” AS PARTS OF THE FLAG RAISING CEREMONY ON MONDAYS

Pursuant to CSC Memorandum Circular No. 02, s. 1995 and CSC Resolution No. 95 0598, dated February 7, 1995, the recitation of “Panunumpa ng Kawani sa Gobyerno” and singing of “Awit ng Serbisyo Sibil” in the Malacanang Flag Raising Ceremony on Mondays are hereby prescribed, starting on March 20, 1995.

Their Inclusion in the Flag Ceremony is consistent with the government’s efforts to institutionalize behavioral reforms in the bureaucracy.1aшphi1

As reform mechanisms, the regular recitation of “Panunumpa ng Kawani ng Gobyerno” and singing of “Awit ng Serbisyo Sibil” will reorient the work attitude of government officials and employees by constantly reminding them of how they must conduct themselves as public servants to bring about a more responsive, efficient and committed public service.

All officials and employees in the Office of the President are enjoined to participate in the Flag Raising Ceremonies.
