AUTHORITY TO CONDUCT A NATIONAL SUMMIT ON PEACE AND ORDER ON FEBRUARY 16-17, 1995 AT THE PHILIPPINE INTERNATIONAL CONVENTION CENTER (PICC)
The Department of the Interior and Local Government, particularly the National Police Commission (NAPOLCOM), is hereby authorized to conduct a National Summit on Peace and Order on February 16-17, 1995 at the Philippine International Convention Center (PICC) to be participated in by 500 participants composed of jurists, prosecutors, penologists, police administrators, social workers, government leaders, and representatives of the private sector such as the academe, youth, family, media, interfaith, business, and non-government organizations (NGOs).
The representatives of the law of enforcement, prosecution, courts, corrections and other government agencies to this National Summit are hereby authorized to attend on official time with entitlement to per diems, chargeable against the regular allotments of their respective offices, subject to the usual accounting and auditing requirements.
The funding requirement in the amount of P2.5 Million to cover this activity shall be taken from the President’s Contingent Fund authorized under the General Appropriation Act of CY 1995.
It is understood that the NAPOLCOM shall submit to the Office of the President a post-summit report, to include a National Peace and Order Plan covering an integrated criminal justice and social defense system approaches and strategies as well as a National Program of Action for Values Clarification. The participants of this summit shall submit a report of their participation to their respective heads of offices within fifteen (15) days after the Conference in two (2) copies, the duplicate copy of which shall be furnished the NAPOLCOM for consolidation and documentation purposes.
This Memorandum Order shall take effect immediately.1aшphi1
