AMENDING MEMORANDUM ORDER NO. 84, SERIES OF 1993, CREATING A COMMITTEE TO REVIEW MARITIME SAFETY ADMINISTRATION/FUNCTIONS
The membership of the Committee to Review Maritime Safety Administration/Functions is hereby amended to include the Secretaries of the Departments of Interior and Local Government, Trade and Industry, and Labor and Employment or their duly designated representative.
The functions of the Committee shall also be expanded to include the following:
1. Resolution of issues on the implementation of the provisions of EO 125 particularly the transfer of function of issuing seaman’s book from the Philippine Coast Guard (PCG) to the Maritime Industry Authority (MARINA);
2. Drafting of relevant bills that will determine which agency has jurisdiction over the Philippine Coast Guard. This will supersede the earlier Presidential directives to draft bills that would transfer PCG from DND to DOTC and determine which agency has jurisdiction over the PCG; and,
3. Completion of long term plans for the industry, including the drafting of relevant bills to operationalize these plans. The recommendations should define the institutional set-up for the maritime sector.
The recommendations involving the transfer of function of issuance of seaman’s book from PCG to MARINA shall be submitted within two weeks from the issuance of this Memorandum Order.1aшphi1 The recommendations of the Committee with respect to the other functions shall be submitted within two months.
This Memorandum Order shall take effect immediately.
