CREATING A COMMITTEE TO STUDY THE ISSUANCE OF ENVIRONMENTAL COMPLIANCE CERTIFICATES FOR INFRASTRUCTURE PROJECTS
WHEREAS, the Government is now engaged in the implementation of major infrastructure projects that are crucial to the attainment of the country’s development goals;
WHEREAS, the implementation of the above-mentioned infrastructure projects in general requires the prior issuance of an Environmental Compliance Certificate (ECC);
WHEREAS, is has been observed lately that activities related to the issuance of an ECC have caused delays in the implementation of the above-mentioned infrastructure projects;
NOW, THEREFORE, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby create a committee to study the issuance of environmental compliance certificates for infrastructure projects composed of the following:

This Committee is hereby tasked to do the following:
1 To determine the scope of Environmental Compliance Certificated.
To formulate ways and means by which the issuance of Environmental Compliance Certificates may be expedited.
To submit recommendations to the Executive Secretary in this regards, for the formulation of the appropriated Orders. These recommendations should be submitted not later than May 15, 1994.1aшphi1
This Memorandum Order shall take effect immediately.
