CREATING AN O.P. SPECIAL INVESTIGATING COMMITTEE TO INVESTIGATE ADMINISTRATIVE COMPLAINTS OR CHARGES FILED IN THE OFFICE OF THE PRESIDENT OF THE PHILIPPINES.
A Special Investigating Committee is hereby created to investigate administrative complaints or charges filed in the Office of the President, with the following as permanent members —
1. ATTY. RENATO C. CORONA, AES for Legal Affairs
2. ATTY. RICARDO S. GALING, Director IV, Office of SDES
3. ATTY. DIOSCORO A. JUDAN, Attorney VI, Legal Office
The President or the Executive Secretary may appoint two (2) additional officers of the Office of the President as additional members.
The Committee shall convene upon referral to it of any administrative charge or complaint by the Executive Secretary.1aшphi1 Unless additional members are appointed to the Committee, one of whom is designated as Chairman, Atty. Renato C. Corona shall be the Chairman thereof.
For investigation purposes, the Committee is hereby granted all the powers and prerogatives of an investigating committee under the Administrative Code of 1987, including the power to summon witnesses, administer oaths, and take testimony or evidence relevant to the investigation by subpoena ad testificandum and subpoena duces tecum.
In the performance of its duties and functions, the Committee is hereby empowered to call upon and secure assistance of any department, bureau, office, agency or instrumentality of the government, including government-owned or controlled corporations.
The Committee shall conduct the investigation in the most expeditious manner and terminate the same and submit its report and recommendation to the President, through the Executive Secretary, within such period as may be indicated by the latter.
