[ Memorandum Order No. 176, October 19, 1993 ]

APPROVING AND ADOPTING THE UPDATED TRAFFIC AND TRANSPORT PLAN FOR METRO MANILA (1993-1998)

WHEREAS, Memorandum Order No. 397 was issued dated 23 September 1991, to reconstitute and strengthen the Metro Manila Land Transportation Coordinating Council (MMLTCC) as the sole authority with the responsibility of handling traffic management.

WHEREAS, the MMLTCC was tasked, among others, to formulate and review programs/policies, laws, rules and regulations on traffic management.

WHEREAS, there is a need to update the Traffic Improvement Plan formulated and adopted for the year 1988-1992.

WHEREAS, MMLTCC has under it three (3) Task Forces to handle policy matters, namely, the Task Forces on Enforcement, Engineering and, Education.

WHEREAS, there is a need for another Task Force to handle transportation services.

NOW THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by the Constitution and by law, do hereby order and direct:

Section 1. The Updated Traffic and Transport Management Plan is hereby approved and adopted.

Section 2. All national agencies, including government-owned and controlled, corporations, and local government units are hereby directed to assist in the implementation of the Plan;

Section 3. The Metro Manila Land Transportation Coordinating Council shall continue to exist as the single traffic management authority. It shall organize a Task Force on Transportation Services, in addition to its existing three (3) Task Forces to take care of transport service management.

Section 4. This Order shall take effect immediately.1aшphi1
