AUTHORIZING THE LAUNCHING OF A MORAL RECOVERY PROGRAM IN THE OFFICE OF THE PRESIDENT (PROPER) AND THE HOLDING OF FIVE (5) DAY WORKSHOPS FOR ITS PERSONNEL
Pursuant to Proclamation Order No. 62, dated September 1992, declaring a Moral Recovery Program and enjoining active participation of all sectors in the Filipino Society, and in line with Article XIV, Section 3 (2) of the Constitution, to inculcate patriotism and nationalism, foster love of humanity, strengthen ethical and spiritual values, develop moral character and personal discipline, and in line with one of the vital pronouncements of President FIDEL V. RAMOS during the 2nd KPM’s National Assembly in July 1993, the formal launching of a Moral Recovery Program in OP (Proper), is hereby authorized. This authority includes the participation of its personnel in the Launching Rites at the Heroes Hall, Malacañang Palace, on October 18, 1993 and the holding of five (5) day Workshops thereat from October 18 to October 22, 1993, in collaboration with the Kabisig People’s Movement (KPM) and the Presidential Security Group (PSG).
Heads of primary units/offices in OP (Proper) are enjoined to participate in the morning rites and to remain for the afternoon workshop. They are requested to send majority of their employees to the launching activity and at least six (6) representatives from among their respective 2nd and 1st level staffs to the succeeding workshops based on the following staffs to the schedules:

Likewise authorized is the payment of snacks and meals for the workshop participants (as specified in the 3rd paragraph hereof) and honoraria for the Resource Person and facilitators, chargeable against any OP fund, subject to the availability thereof and the usual accounting and auditing rules and regulations.1aшphi1
