CREATING A MORAL RECOVERY PROGRAM (MRP) STEERING COMMITTEE IN THE OFFICE OF THE PRESIDENT (PROPER) IN LINE WITH THE IMPLEMENTATION OF THE MORAL RECOVERY PROGRAM IN THIS OFFICE
Pursuant to Proclamation Order No. 62, dated September 30, 1992, enjoining all Filipinos to participate in the Moral Recovery Program (MRP) of the Administration and in line with the MRP vision of a “Filipino nation where there is UNITY, JUSTICE, FREEDOM, LOVE and PEACE, where its people have EQUAL OPPORTUNITIES to grow to their full potential and are EMPOWERED to collectively exercise effective control over every aspect of their lives,” there is hereby created a Moral Recovery Program (MRP) Steering Committee in the President (Proper) to compose of the Office of following:

The MRP Steering Committee shall have the following functions:
To act as the internal policy-making body for the smooth and full implementation of MRP in OP (Proper);
To provide for a systematic review, evaluation and improvement of the implementation of the Moral Recovery Program in OP. To identify and enhance the positive spiritual and moral values of every OP personnel;
To conduct and harmonize MRP program of activities in OP with its senior officials and those agencies very much involved;
To conduct studies on problem areas and formulate appropriate solutions and recommendations;
To form its Secretariat and create Sub-Committees for other areas of concern like Cultural, Sports, Food and Health, etc. in the pursuit of “Kabayani sa Kabuuan at Kaginhawahan” in the Office of the President (Proper);
To perform other related functions either through its own initiative or upon instructions of the Executive Secretary.1aшphi1
This Memorandum Order shall take effect immediately.
