CREATING A BARTER TRADE INTER-AGENCY COMMITTEE
In order to ensure the rationalization and implementation of national government policies on barter trade, a Barter Trade Inter-Agency Committee (BT-IAC) is hereby created which shall be composed of representatives from the following departments and agencies of the government:

The BT-IAC shall have the following duties and responsibilities:
1. To review existing policies, laws, rules and regulations on barter trade, in coordination with the Autonomous Region in Muslim Mindanao;
2. To update and validate studies on the political and socio-economic impact assessment of existing barter trade operations; and market research to determine potentials and opportunities for trading with areas adjacent to Mindanao;
3. To identify and recommend to the President policies pertaining to barter trade the necessary legislative measures and implementing rules and regulations; and
4. To conduct public consultations on the proposed measures.
The Presidential Management Staff shall provide secretariat services therefor and coordinate with the Department of Budget and Management in securing the necessary funding requirements for the Committee’s operations.
The BT-IAC is further directed to submit to the President its recommendations within sixty (60) days after its first meeting.1aшphi1
This Memorandum Order shall take effect immediately.
