APPROVING AND DIRECTING THE IMPLEMENTATION OF THE
PHILIPPINE DEVELOPMENT PLAN FOR CULTURE AND ARTS
WHEREAS, the former Presidential Commission on Culture and Arts, now the National Commission for Culture and the Arts, passed a Board Resolution dated 5 June 1990 creating an Inter-Agency Committee to formulate an integrated national plan for culture and arts;
WHEREAS, the aforementioned Inter-Agency Committee, composed of the National Commission for Culture and the Arts, Office of the President, Presidential Management Staff, Department of Education, Culture and Sports, Department of Tourism, Department of Budget and Management, National Economic and Development Authority, Cultural Center of the Philippines, National Historical Institute and Philippine Information Agency, has formulated the Philippine Development Plan for Culture and Arts, hereinafter referred to as the Plan;
WHEREAS, the Plan has been deliberated upon and approved by the NEDA Social Development Committee Technical Board on March 20, 1992;
WHEREAS, the said Plan requires the coordinated and synchronized efforts of different government agencies to ensure effective and efficient implementation.1aшphi1
NOW THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order and direct:
Section 1. The Philippine Development Plan for Culture and Arts, which is attached hereto as “Annex A”, is hereby approved.
Section 2. The National Commission for Culture and the Arts, in coordination with the concerned government agencies, is hereby tasked as the lead agency to take the necessary measures to implement the Plan. Its specific functions are:
a. Coordinate and monitor the implementation of the Plan;
b. Source the financial and technical requirements of the Plan from appropriate entities;
c. Create the necessary working groups to assist in the implementation of the Plan;
d. Request the assistance of any government agency and instrumentality in the implementation of the Plan;
e. Submit periodic reports to the President; and,
f. Update the Plan on a regular basis.
Section 3. All concerned agencies and instrumentalities identified in the Plan are hereby directed to fully discharge their respective functions and responsibilities.
Section 4. This Order shall take effect immediately.
