[ Memorandum Order No. 108, March 24, 1993 ]
AUTHORIZING THE NATIONAL UNIFICATION COMMISSION (NUC) TO ISSUE SAFE CONDUCT PASSES IN THE INTERIM DUE TO THE EXPIRATION OF PROCLAMATIONS 10 AND 10-A, AND PENDING THE IMPLEMENTATION OF THE AMNESTY PROGRAM TO BE FORMULATED BY THE NUC
In view of the expiration of the effectivity of Proclamations 10 and 10-A on 31 December 1992 and pending the implementation of the amnesty program to be formulated by the National Unification Commission, there is no amnesty program currently in effect to address in the interim the continued surfacing of rebels who wish to return to the folds of the law.
To address this urgent concern, the NUC is hereby authorized to issue Safe Conduct Passes which, for the specified duration of their effectivity, shall provide rebels who surface the following privileges:
1. Protection from arrest and prosecution, but only for crimes committed prior to the issuance thereof; and
3. Suspension of the reward for his/ her capture and any and all proceedings or actions filed against him/ her before any tribunal or person;
The NUC is also directed to prepare the appropriate guidelines for the issuance of said Safe Conduct Passes.ℒαwρhi৷
The NUC is further directed to furnish all heads of executive departments and line agencies with this Memorandum Order and its implementing guidelines for their issuance of appropriate department orders to implement and ensure dissemination of this Memorandum Order and its implementing guidelines to all their national and local offices.
All concerned agencies of Government. are hereby ordered to respect the Safe Conduct Passes and to undertake the proper action against any violations thereof.
This Memorandum Order shall take effect immediately.
