MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 425, April 20, 1992 ] CONSTITUTING A TRANSITION COMMITTEE IN THE OFFICE OF THE PRESIDENT PROPER Pursuant to the authority vested in the Executive Secretary under the provisions of Section 27, Sub-Chapter B, Chapter 9, Title III, Book III of the Administrative Code of 1987 and in order to ensure the smooth transition to a new administration in June 1992, the following are hereby directed: Section 1. A Transition Committee in the Office of the President Proper is hereby constituted with the Executive Secretary as Chairman and the following officials as members: a. PMS Head Aniceto M. Sobrepeña b. Deputy Executive Secretary Dionisio C. dela Serna c. Deputy Executive Secretary Luis C. Liwanag II d. Undersecretary Jose T. Tale e. Presidential Assistant Donato P. Rocamora f. Assistant Secretary Mary Ann Z. Fernandez g. Assistant Executive Secretary Mario R. Antonio h. Director Susana D. Vargas i. Director Aurora T. Aquino j. Director Floriño O. Ibañez Section 2. The OP Proper Transition Committee shall have the functions: a. Oversee the formulation and implementation of a transition plan; b. Supervise the preparation of the Organizational Transition Report and the Special Transition Reports; and c. Facilitate and coordinate the resolution of issues that may arise in the preparation of the required documents and other activities re1atej to the transition. Section 3. To ensure the accuracy completion and submission of the transition reports schedule and in the proper formats, Director Susana D. Vargas is hereby designated as the OP Proper Transition Coordinator. The heads of the organizational units in the Office of the President Proper shall designate the transition coordinator of their respective units. These tᇈWᑭHILransition coordinators shall comprise the Technical Working Group which shall assist Director Vargas. The Technical Working Group shall provide the required technical inputs and the necessary assistance in the compilation and integration of the transition reports to be submitted by the various units. Section 4. The Presidential Management Staff (Cabinet Secretariat) shall serve as the Secretariat of the Committee. Section 5. All organizational units in the Office of the President Proper are enjoined to extend all the support and assistance the Transition Committee, the Transition Coordinator and the Technical Working Group shall require in undertaking the various transition activities.
