[ Memorandum Order No. 40, September 22, 1992 ]
MANDATING ALL MEMBER AGENCIES OF THE COUNCIL FOR THE WELFARE OF CHILDREN TO PROMOTE AND IMPLEMENT RELEVANT ASPECTS OF THE PHILIPPINE PLAN OF ACTION FOR CHILDREN IN THEIR RESPECTIVE DEPARTMENTS, INCORPORATE THE SAME IN THEIR MEDIUM-TERM DEVELOPMENT PLAN (1993-1998) INPUTS AND ALLOCATE FUNDS THEREOF.
WHEREAS, the Philippine Plan of Action for Children is the commitment of the government to the World Declaration on the Survival, Protection and Development of Children in support of the Convention on the Rights of the Child;
WHEREAS, it is a comprehensive plan of action for children which outlines the goals and targets to be achieved and strategies which have to be undertaken by the State;
WHEREAS, on January 31, 1992, Proclamation No. 855 was issued directing the different line agencies of the Council for the Welfare of Children, the principal agency mandated to coordinate the implementation of the plan, to submit their programs of action and undertake the operationalization of the plan through its national, regional, provincial city, municipal and barangay mechanisms;
WHEREAS, the Philippine Government shall be reporting to the International Committee on the Rights of the Child on September 1992 and every five years thereafter with the plan as its basic framework;
NOW THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Section 1. This memorandum shall cover the following member agencies of the Council for the Welfare of Children:
a. Department of Social Welfare and Development (DSWD)
b. Department of Education, Culture and Sports (DECS)
c. Department of Health (DOH)
d. Department of Labor and Employment (DOLE)
e. Department of Agriculture (DA)
f. Department of Justice (DOJ)
g. Department of the Interior and Local Government (DILG)
h. National Economic and Development Authority (NEDA)
i. National Nutrition Council
Section 2. The national agencies covered shall promote and implement the relevant aspects of the Philippine Plan of Action for Children within their respective departments, and if necessary with their regional offices.ᇈWᑭHIL
Section 3. The agencies mentioned shall likewise incorporate relevant program agenda of the Philippine Plan of Action for Children in their respective sectoral input to the Medium-term Development Plan (1993-1998).
Section 4. Appropriate funds shall be allocated from the agency’s budget to ensure its implementation.
Section 5. This memorandum shall take effect immediately.
