[ Memorandum Order No. 39, September 21, 1992 ]
MANDATING ALL LOCAL GOVERNMENT UNITS THROUGH THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT TO FORMULATE 1993 WORK AND FINANCIAL PLAN AND EVERY YEAR THEREAFTER IMPLEMENTING THE PHILIPPINE PLAN OF ACTION FOR CHILDREN
WHEREAS, the Philippine Plan of Action for Children is the commitment of the government to the World Declaration on the Survival, Protection and Development of Children in support of the Convention on the Rights of the Child;
WHEREAS, it is a comprehensive plan of action for children which outlines the goals and targets to be achieved and strategies which have to be undertaken by the State;
WHEREAS, on January 31, 1992, Proclamation No. 855 was issued directing the different line agencies of the Council for the Welfare of Children, the principal agency mandated to coordinate the implementation of the plan, to submit their programs of action and undertake the operationalization of the plan through its national, regional, provincial city, municipal and barangay mechanisms;
WHEREAS, the Philippine Government shall be reporting to the International Committee on the Rights of the Child on September 1992 and every five years thereafter with the plan as its basic framework;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Section 1. COVERAGE. This Memorandum Order shall cover all provinces, cities and municipalities.
Section 2. FORMULATION OF WORK AND FINANCIAL PLAN. All local government units covered shall formulate work and financial plan, transforming relevant aspects of the Philippine Plan of Action for Children, for 1993 and every year thereafter.
Section 3. INTEGRATION OF THE WORK AND FINANCIAL PLAN. The work and financial plan of each local government unit shall be integrated in the local development plans starting 1993.
Section 4. FUNDS ALLOCATION. Each local government unit shall allocate a sizeable portion of its funds to effectively realize their respective plans.

Section 5. IMPLEMENTATION. The Department of the Interior and Local Government, by virtue of its supervisory powers over local government units, in coordination with the Council for the Welfare of Children, shall:
a. monitor the implementation of this memorandum by the local government units; and
b. promulgate the implementation procedure, report procedure and schedule by the local government units; and
c. submit an initial report on the progress implementation on December 1992 and a consolidated report, every year thereafter, to the Council for the Welfare of Children (CWC) Board which shall in turn report to the Office of the President.
Section 6. EFFECTIVITY. This Memorandum Order shall take effect immediately.
