CONSTITUTING A COMMITTEE TO ESTABLISH A SIMPLIFIED PROCESS FOR THE AUTHENTICATION OF SIGNATURES OF PUBLIC OFFICIALS APPEARING ON DOCUMENTS INTENDED FOR USE IN FOREIGN COUNTRIES AND FOR OTHER PURPOSES
Section 1. In line with the provisions of Letter of Instructions No. 1320 dated 1 May 1983, a Committee is hereby created composed of the following:

The Head, Authentication Unit of the Legal Office, Office of the President; and |

The Administrator, National Statistics Office |
Section 2. The Committee shall (1) prepare a complete inventory of documents with signatures required to be authenticated by the foreign embassies; (2) study the feasibility of requesting the foreign embassies to dispense with the authentication requirements; and (3) if the authentication of signatures cannot be completely dispensed with, formulate a simplified, convenient and effective procedure for the authentication of such signatures.
Section 3. The Committee shall submit its report and recommendations on or before 30 November 1991.1aшphi1
Section 4. The Committee may call upon any department, bureau, office, agency or any instrumentality of the Government, including government-owned and controlled corporations, for any assistance as it may deem necessary in the performance of its functions.
Section 5. This Memorandum Order shall take effect immediately.
