MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 391, September 2, 1991 ] The agreement dated August 23, 1991 and its enclosures, entered into by and between the Government of the Republic of the Philippines, represented by the Secretary of Finance, and the Societe Generale de Surveillance S.A., represented by Mr. G. R. Bottomley, International CISS Development Officer, copy attached, under which the latter shall inspect in the country of supply, the quality, quantity, value and price comparison of goods prior to shipment to the Philippines under the Comprehensive Import Supervision Service is hereby approved. The Secretary of Finance, the Secretary of Trade and Industry, the Governor of the Central Bank of the Philippines, and the Commissioner of Customs are hereby directed to take the necessary steps to implement the said agreement.
