[ Memorandum Order No. 356, April 30, 1991 ]
DESIGNATING THE NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY (NEDA) AS THE LEAD AGENCY IN PREPARING A COMPREHENSIVE PLAN FOR CAPAS AND SAN MIGUEL TRANSMITTER FACILITIES
In line with the President’s approval of the Legislative Executive Bases Council’s (LEBC) directional plan and in view of the reversion of Capas and San Miguel Transmitter Sites to the Philippine Government, the National Economic and Development Authority (NEDA) is hereby designated as the lead agency in preparing a comprehensive plan for the said transmitter sites. As such, NEDA is tasked to perform the following functions, to wit:
1. To initiate the conduct of feasibility studies for the proper use of Capas and San Miguel Transmitter Sites relative to its Agricultural and Agro-Industrial development including appropriate programs for the efficient use of all facilities that have been reverted to the Philippine government. The NEDA and Special Operations Team (SOT) are hereby authorized to disburse the necessary funds appropriate for this purpose, consistent with pertinent auditing and accounting rules and regulations. To ensure the proper implementation of the above mentioned task, the NEDA is hereby empowered to engage the services of appropriate consultancy firms or consultants;
2. To conduct consultations with the private sector with respect to the lease or transfer of government properties within Capas and San Miguel Transmitter Sites, in accordance with applicable laws;
3. To submit a periodic report of its activities pursuant to this Memorandum Order to the Office of the President; and
4. To complete the comprehensive plan for Capas on or before May 15, 1991 and for San Miguel on or before June 1, 1991.1aшphi1
In pursuit of the abovementioned tasks, the NEDA is hereby ordered to work in close coordination with the Special Operations Team (SOT) of the Office of the President, Department of Trade and Industry (DTI), Land Bank of the Philippines (LBP), Department of Agriculture (DA), National Housing Authority (NHA), Department of National Defense (DND), Department of Environment and Natural Resources (DENR), Department of Interior and Local Government (DILG) and Department of Public Works and Highways (DPWH).
This Memorandum Order shall take effect immediately.
