AUTHORIZING THE PRESIDENTIAL COUNCIL FOR YOUTH AFFAIRS TO CONDUCT A STUDENT COUNCIL MANAGEMENT AND SKILLS ENHANCEMENT SEMINAR
This Office recognizes the need to provide student leaders from various universities and colleges with opportunities to develop their knowledge, skills and attitudes to become efficient and effective leaders, not only within their schools, but in their communities as well, as agents for social transformation.
It also sees the need to strengthen and encourage student participation in government and national activities, through coordination with the PCYA, especially in response to the needs of the recent calamity in the area.1aшphi1
In this connection, the Presidential Council for Youth Affairs, in pursuance of Section 3 (c and d) of Executive Order No. 274, dated 25 July 1987, is hereby authorized to conduct a five-day seminar/workshop on Management and Skills Enhancement for Student Councils, on December 5–9, 1990 at the Scala Retreat House, Bacolod City. Participants shall come from Student Councils of Western Visayas.
The sum of Sixty-Five Thousand Ninety-Five Pesos and 80/100 (₱65,095.80) or so much thereof as may be absolutely needed is hereby authorized to cover the cost of the seminar/workshop, provided fund for the purpose are available and provided further that disbursements thereof shall adhere strictly to all applicable accounting and auditing rules and regulations.
