[ Memorandum Order No. 327, October 16, 1990 ]
DIRECTING THE DEPARTMENT OF TRADE AND INDUSTRY AND THE BOARD OF INVESTMENTS TO ACCELERATE THEIR RESPECTIVE PROGRAMS AND ACTIVITIES FOR INVESTMENT AND EXPORT PROMOTIONS
WHEREAS, the basic task of government is to help upgrade productivity and to provide the supporting infrastructure so that Philippine industry can become more competitive in international markets;
WHEREAS, there is a pressing need to earn more foreign exchange and attract more investments, both foreign and domestic;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Section 1. The Department of Trade and Industry (DTI) and the Board of Investments (BOI) are hereby directed to accelerate their respective programs and activities for investment and export promotions.
For this purpose, the DTI shall oversee all export activities and coordinate all agencies of government to improve the competitiveness and net value of Philippine exports.1aшphi1
The BOI shall foster a more liberalized, deregulated, and market-disciplined trade regime, with the end in view of ensuring a more attractive environment for exports and investments.
Section 2. The BOI shall immediately draw up the proposed Investment Priorities Plan (IPP) list for 1991, consistent with a set of priorities approved by the National Economic and Development Authority (NEDA) Board.
Section 3. The BOI shall, together with NEDA, the Tariff Commission, and the Monetary Board, initiate the steps towards the removal of the remaining quantitative restrictions under lists A & B that are not subject to a rationalization program. These shall be replaced by appropriate tariffs and a global comprehensive import surveillance scheme.
Section 4. This Memorandum Order shall take effect immediately.
