[ Memorandum Order No. 307, July 26, 1990 ]
AUTHORIZING ADVANCE PAYMENT OF ONE-HALF OF THE CHRISTMAS BONUS AND THE ADDITIONAL CASH GIFT UNDER REPUBLIC ACT NO. 6686 TO ALL GOVERNMENT OFFICIALS AND EMPLOYEES RESIDING OR ASSIGNED IN THE DECLARED CALAMITY AREAS WHO ARE VICTIMS OF THE JULY 16, 1990 EARTHQUAKE
WHEREAS, Republic Act No. 6686 authorizes the payment of annual Christmas bonus equivalent to one month basic salary and additional cash gift of One Thousand Pesos (P1,000.00) to government officials and employees who have rendered at least four (4) months of service from January 1 to October 31, of each year and who are employed in the government service as of October 31, of the same year;
WHEREAS, advance payment of one-half of the aforementioned year-end benefits would help alleviate the plight of the government officials and employees directly affected by the earthquake;
WHEREAS, Presidential Decree No. 1445, otherwise known as the “Government Auditing Code of the Philippines”, authorizes advance payment upon prior approval of the President.1aшphi1
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Section 1. One-half of the 1990 Christmas bonus and the cash gift under Republic Act No. 6686 is hereby authorized to be paid in advance to all government officials and employees residing or assigned in the declared calamity areas who are victims of the July 16, 1990 earthquake.
Section 2. The benefits of national government officials and employees authorized under this Memorandum Order shall be paid from the fund specifically provided for the purpose. In the case of officials and employees of local government units and of government owned and controlled corporations, the same benefits shall be charged against their local and corporate funds, respectively.
Section 3. The Department of Budget and Management shall issue the implementing rules and regulations to carry out the provisions of this Memorandum Order.
Section 4. This Memorandum Order shall take effect immediately.
