ENJOINING ALL THE DEPARTMENTS, BUREAUS, OFFICES AND AGENCIES INCLUDING LOCAL GOVERNMENT UNITS AND GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS TO SUPPORT THE PRESIDENT’S ANNUAL SUMMER YOUTH PROGRAM AND AUTHORIZING FOR THE PURPOSE THE PAYMENT OF STIPEND OR ANY FORM OF FINANCIAL ASSISTANCE TO THE YOUTH PARTICIPANTS IN THE GOVERNMENT INTERNSHIP PROGRAM (GIP) AND THE IMMERSION AND OUTREACH PROGRAM (IOP)
By virtue of Executive Order No. 395 dated February 20, 1990 entitled “Establishing The President’s Annual Summer Youth Program, Providing For The Components Thereof And Creating A Steering Committee For The Purpose”, all departments, bureaus, offices and agencies including local government units and government-owned and controlled corporations, are hereby enjoined to support the Program.
For this purpose, offices and agencies which shall implement the GIP are hereby authorized to give the youth participants a stipend not less than P45.00 nor more than P85.00 per day. Offices and agencies which shall implement the IOP are authorized to give the youth participants an allowance of at least P500.00 for the duration of the Program, in addition to non-cash benefits that such offices and agencies may provide under the Program. The amount as may be necessary for the implementation of the GIP and IOP by the offices and agencies concerned shall be drawn from their respective Maintenance and Other Operating Expenses (MOOE) or savings from Personal Services, as may be allowed by law and subject to existing accounting and auditing rules and regulations.1aшphi1
