CREATING A SELECTION BOARD IN THE OFFICE OF THE PRESIDENT
Pursuant to Memorandum Circular No. 18, S. of 1988, of the Civil Service Commission, there is hereby created an Office of the President Selection Board, composed of the following:

A representative of the organizational unit where the vacancy exist |

Two representatives of the rank and file employees, one from the first level and one from the second level who shall both be chosen by the duly registered/accredited employee association in the department or agency. The former shall sit during the screening of candidates for vacancies in the first level, while the latter shall participate in the screening of candidates for vacancies in the second level. |
The Deputy Executive Secretary may, at his discretion, designate his duly authorized representative to the Board in any of the sessions thereof.1aшphi1 The Presidential Personnel Officer shall act as the Secretary of the Board.
The functions of the Board shall cover both the recruitment and selection of employees in the first and second level of the career service who are entering the civil service for the first time or are being reemployed/reinstated, and the screening of employees who are considered for promotion. Whenever necessary, the Board shall consult the Civil Service Commission Field Office in Malacañang to clarify relevant issues on Civil Service Law and rules.
This Memorandum Order shall take effect immediately.
