[ Memorandum Order No. 221, February 17, 1989 ]
CONDONING THE IMPLEMENTED ORGANIZATIONAL STRUCTURE OF THE NATIONAL HOUSING AUTHORITY PURSUANT TO ITS BOARD OF DIRECTORS RESOLUTIONS NO. 176 DATED NOVEMBER 3, 1978 AND NO. 318 DATED APRIL 30, 1981 UNTIL A NEW ONE SHALL HAVE BEEN APPROVED BY THE DEPARTMENT OF BUDGET AND MANAGEMENT
WHEREAS, the National Housing Authority restructured its organization pursuant to its Board Resolutions Nos. 176 and 318;
WHEREAS, the implementation of its organizational structure in 1981 lacks the approval of the Office of Compensation and Position Classification, now Compensation and Position Classification Bureau, of the Department of Budget and Management;
WHEREAS, the declaration of the nullity of its implementation will result in financial dislocation of affected employees of the National Housing Authority;
WHEREAS, fairness and equity dictate that the said NHA employees should not be allowed to suffer the consequences of the implementation of an organizational structure which suffers an infirmity;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
1. The implemented organizational structure of the National Housing Authority pursuant to its Board of Directors Resolutions No. 176 dated November 3, 1978 and No. 318 dated April 30, 1981 is hereby condoned until a new one shall have been approved by the Department of Budget and Management.
2. No new appointment shall be issued until such time as the new staffing pattern shall have been approved for the National Housing Authority by the Department of Budget and Management.
3. The National Housing Authority shall submit within thirty (30) days from the effectivity of this Order its organizational structure, together with all the documents relative thereto, to the Department of Budget and Management for evaluation and approval.
4. The Department of Budget and Management shall finish the evaluation and approval of the said organizational structure within thirty (30) days from the date of its submission.1aшphi1
5. The positions in the current plantilla of the National Housing Authority which shall not be included in the staffing pattern that shall be approved in the evaluations made by the Department of Budget and Management shall be deleted.
6. This Memorandum Order shall take effect immediately.
