[ Memorandum Order No. 196, November 3, 1988 ]
REQUIRING CERTAIN GOVERNMENT OFFICES, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS AND THEIR SUBSIDIARIES, TO PURCHASE THEIR RICE SUPPLY REQUIREMENTS FROM MASAGANANG SAKAHAN, INC.
WHEREAS, the Government of Australia thru its Australian International Development Assistance Bureau or AIDAB, donated to the Government of the Philippines approximately 20,000 metric tons of Australian rice valued at A$8,907,152.00 (about US$7.3 million or P154 Million) for budget support through monetization of the commodity with the following government agencies as beneficiaries, namely: Department of Education, Culture and Sports (DECS), Department of Social Services and Development (DSSD), and Department of Health (DOH);
WHEREAS, said commodity grant is pursuant to the Memorandum of Understanding relating to the Provision of Aid to the Philippines under Sector Inputs Program (SIP), as amended, entered into on January 15, 1987 by and between the Government of the Philippines and Government of Australia through the Australian International Development Assistance Bureau (AIDAB);
WHEREAS, Masaganang Sakahan, Inc., a wholly owned subsidiary of the Land Bank of the Philippines, has been tapped to facilitate the monetization, disposition and sale of the Australian rice;
WHEREAS, as part of its marketing strategy, Masaganang Sakahan, Inc. has identified as a ready market which could immediately and substantially absorb the 20,000 metric tons of Australian rice, all offices of government, including government-owned or controlled corporations as well as their subsidiaries, that grant rice allowances to their employees and/or buy rice for their own requirements.
NOW, THEREFORE, the following instructions are hereby issued:
1. All offices of government, including government-owned or controlled corporations as well as their subsidiaries that grant rice allowances to their employees and/or buy rice for their own operational requirements which have no valid and standing agreement for supply of rice stocks are directed to purchase their rice supply requirements from Masaganang Sakahan, Inc. (MSI).
2. The Masaganang Sakahan, Inc. is hereby directed to satisfy the rice supply requirements of the aforesaid government offices through the Australian rice.1aшphi1
This Memorandum Order shall take effect immediately.
