[ Memorandum Order No. 195, October 24, 1988 ]
AUTHORIZING THE PAYMENT OF HONORARIUM TO REPRESENTATIVES OF NON-GOVERNMENT ORGANIZATIONS IN THE REGIONAL DEVELOPMENT COUNCILS (RDCs) DURING RDC MEETINGS
WHEREAS, it is the policy of the State that socio-economic development programs and activities of government be undertaken with the participation and support of the private sector at the national, regional and local levels;
WHEREAS, the State recognizes the indispensable role of the private sector, encourages private enterprise and provides incentives to needed investment; and
WHEREAS, it is necessary to provide same form of remuneration to the representatives of non-governmental organizations (NGOs) in the RDCs in recognition of their efforts and to compensate for expenses incurred when attending RDC meetings;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Republic of the Philippines, direct:
1. That representatives of the private sector and NGOs in the RDC shall as Chairman/Co-Chairman and member thereof be paid an honorarium of P1,000 and P500, respectively, for each calendar month during which they attended at least one meeting of the RDC, effective July 1, 1988
2. That funds needed to implement this Memorandum Order shall come from the supplemental budget for additional operating expenses of the RDCs to be administered by the Chairman of each RDC.
3. That, henceforth, the necessary amount to implement this Memorandum Order shall be included in the annual budget of the RDCs.
4. That the Department of Budget and Management shall issue the implementing guidelines to make operational this Memorandum Order.
This Memorandum Order shall take effect immediately.
