MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 184-A, September 15, 1988 ] SUPPLEMENTING MEMORANDUM ORDER NO. 184 The Presidential Management Staff (PMS) is hereby designated as the unit in the Office of the President which shall handle the disbursement of the Office of the President-Special Projects Fund in accordance with the attached guidelines. To implement the projects approved by the President to be funded from the Special Projects Fund, the Undersecretary of PMS is hereby authorized to enter into Agreements and/or Contracts with such implementing bodies as may be deemed appropriate.
