[ Memorandum Order No. 167, April 14, 1988 ]
ABOLISHING THE IMPLEMENTING OFFICE FOR THE PHILIPPINE-JAPAN PROJECT LOAN ASSISTANCE PROGRAM
The Implementing Office for all OECF Loan-Funded projects is hereby abolished and the designation dated 20 March 1987 of Mr. Philip S. Tuazon as its Acting Implementing Officer is hereby revoked.
To facilitate and expedite the approval process as provided for in Executive Order No. 164, all functions formerly assigned to the Project Implementing Office, including but not limited to the conduct of biddings, procurement, and all other activities necessary for the implementation of OECF loan-financed projects shall be transferred to the Office of the President.
In the interest of monitoring and expediting all pending and future projects to be financed from OECF of Japan, all Heads of Departments and Agencies of the government are hereby directed to coordinate with the Office of the President.1aшphi1
This arrangement shall continue until such time as the Office of the President, in coordination with other concerned agencies, shall have completed the study on the recommendation of the Secretary of Socio-Economic Planning and Director-General, NEDA, that the functions of the Implementing Office be transferred to the respective departments/agencies undertaking the projects.
Acting Implementing Officer Tuazon shall turn over to the Office of the President all documents and records in his office regarding the above-mentioned projects.
This Memorandum Order shall take effect immediately.
