[ Memorandum Order No. 161, March 1, 1988 ]

APPROVING AND DIRECTING THE IMPLEMENTATION OF THE COMPREHENSIVE AND INTEGRATED METROPOLITAN MANILA WASTE MANAGEMENT PLAN.

WHEREAS, Memorandum Circular No. 39 created the Presidential Task Force on Waste Management  to formulate a comprehensive plan for an effective solid waste management and a program for scavengers in Metropolitan Manila;

WHEREAS, the aforementioned Task Force has formulated a Comprehensive and Integrated Solid Waste Management Plan, hereinafter referred to as the Plan;

WHEREAS, the said Plan requires the coordinated and synchronized efforts of the different government agencies and private organizations to ensure effective and efficient implementation;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by the Constitution and by law, do hereby order and direct:

Section 1. The Comprehensive and Integrated Metropolitan Manila Waste Management Plan is hereby approved and the Metropolitan Manila Commission (MMC), in coordination with various government agencies, is hereby tasked as the lead agency to take the necessary measures to implement the Plan as formulated by the Presidential Task Force on Waste Management.

Section 2. The Presidential Task Force on Waste Management created by virtue of Memorandum Circular No. 39 shall continue to exist and shall have the Department of Budget and Management (DBM) and the Public Information Agency (PIA) as additional members. The Presidential Task Force shall perform the following functions:

a. Formulate and recommend to the President all policies pertinent to the Plan;

b. Coordinate and monitor the implementation of the Plan;

c. Source the financial and technical requirements of the Plan from appropriate entities;

d. Create the necessary Technical Working Groups/Committees to assist the Task Force in the implementation of the Plan;

e. Request the assistance of any government agency and instrumentality in the implementation of the Plan;

f. Submit periodic reports to the President; and

g. Perform such other functions as may be directed by the President.

Section 3. The Executive Secretary shall issue the necessary implementing orders to carry out the provisions of this Memorandum Order.1aшphi1

Section 4. This Order shall take effect immediately.
