CREATING A SUB-CABINET COMMITTEE TO RATIONALIZE POLICIES, RULES AND REGULATIONS OF THE COMMISSION ON AUDIT AND THE CIVIL SERVICE COMMISSION
The Cabinet Assistants System, during its meeting held last February 26, 1987, was of the consensus that there is a need to form a committee to rationalize the policies, rules and regulations of the Commission on Audit and the Civil Service Commission with the objectives of simplifying procedures, working out effective ways to address fully the problems of graft and corruption and improving the overall efficiency in and effectiveness of the delivery of services by the government bureaucracy. Considering the laudable objectives set forth above, and in order to attain an in-depth assessment of existing policies, rules and regulations, the President and the Cabinet approved the proposal. Accordingly, a sub-cabinet committee is hereby created to rationalize the same so as to render them more realistic, flexible and responsive to government operations.
The Committee shall be composed of representatives from the following departments/agencies:
