[ Memorandum Order No. 110, September 24, 1987 ]

AUTHORIZING THE INTEGRATION OF THE FORTY PERCENT (40%) INCENTIVE ALLOWANCE INTO THE BASIC SALARY OF ALL RANK AND FILE POSITIONS OF THE DEPARTMENT OF TRADE AND INDUSTRY.

For purposes of placing the basic salary rates of positions in the Department of Trade and Industry at par with those of their counterpart positions covered by the OP Pay Plan, the integration of the forty percent (40%) incentive allowance into the basic salary of all the positions of the Department of Trade and Industry is hereby authorized, subject to the following conditions:

1. The integration of the forty percent (40%) incentive allowance into the basic salary of all rank and file positions of the Department shall be funded solely from personal services savings and the CY 1987 agency appropriations earmarked for the incentive allowance;

2. That notwithstanding the authorized integration in the computation of the same, no subordinate official or employee shall be adjusted to a salary rate higher than five percent (5%) below that authorized for his immediate supervisor;

3. The Department of Trade and Industry shall submit to the Compensation and Position Classification Bureau (CPCB) of the Department of Budget and Management (DBM) the corresponding plantilla of personnel embodying the integration of the allowance to their basic salary for checking prior to actual grant of salary adjustment;

4. That all positions of the DTI which are covered by Executive Order No. 152 and 152-A shall not be eligible for integration; and

5. That all incentive and inflation-connected or any other allowance now being enjoyed by the DTI personnel shall be discontinued and shall no longer be allowed, except COLA and the RATA of authorized positions under the General Appropriations Act.

The Secretary of Budget and Management shall issue the necessary rules and regulations to implement this Memorandum Order.1aшphi1

The integration authorized under this Memorandum Order shall take effect on October 1, 1987.
