MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 51, November 21, 1986 ] TRANSFERRING TO THE MINISTRY OF TRANSPORTATION AND COMMUNICATIONS THE AUTHORITY TO GRANT CLEARANCE TO EXPORT AIRCRAFT AND/OR PARTS THEREOF WHEREAS, Section 4 of the Rules and Regulations Implementing Executive Order No. 1016 dated March 25, 1985, classified aircraft or parts thereof as a controlled product for exportation and requires the prior clearance of the Office of the President before the same is exported. WHEREAS, in order to simplify the implementation of the said Rules and Regulations thus facilitating the processing of requests for clearance to export the controlled products, there is a need to transfer the authority to grant clearance to a more relevant agency. WHEREFORE, the authority to grant clearance to export aircraft or parts thereof is hereby transferred from the Office of the President to the Ministry of Transportation and Communications upon recommendation of the Bureau of Air Transportation. Item 2, Section 4 of the Rules and Regulations Implementing Executive Order No. 1016 is hereby accordingly modified.1aшphi1 This Order shall take effect immediately.
