[ Memorandum Order No. 46, November 6, 1986 ]

REQUIRING GOVERNMENT OFFICES, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS AND THEIR SUBSIDIARIES, TO PURCHASE THEIR RICE SUPPLY REQUIREMENTS FROM THE NATIONAL FOOD AUTHORITY (NFA)

WHEREAS, the National Food Authority (NFA) has abundant inventory of imported and locally produced rice, well above the required 30-day buffer stock;

IN VIEW THEREOF, it is hereby directed:

1. All offices of government, including government-owned or controlled corporations as well as their subsidiaries, that grant rice allowances to their employees and/or buy rice for their own operational requirements are directed to purchase their rice supply requirements from the National Food Authority (NFA).

2. This Memorandum Order, being a contingency measure, shall remain in force and effect until the National Food Authority (NFA) has stabilized the required buffer rice stock supply.

3. The selling price of the rice per kilo shall be in accordance with the selling price set by the National Food Authority (NFA) at the time of its sale.1aшphi1

4. The Ministry of the Budget, the National Food Authority and the Office of the President shall formulate and issue the necessary guidelines to implement this Memorandum Order.
