[ Memorandum Order No. 43, September 26, 1986 ]

RELEASE OF FUNDS FOR LOCAL INFRASTRUCTURE PROJECTS

Whereas, it is the policy of the Government to spread the benefits of its projects and programs nationwide, particularly to the countryside;

Whereas, pursuant to this policy, the implementation of various provincial, city and municipal infrastructure projects shall be undertaken by the respective local government units;

Now, therefore, it is hereby ordered that:

1. The Ministry of Budget and Management shall release directly to the local government units concerned the funds for local infrastructure projects covering the construction, repair and maintenance of roads, bridges and elementary school buildings financed by the National Government.

2. For CY 1986, the MBM shall, in coordination with Ministry of Public Works and Highways (MPWH), implement this directive on a pilot basis in the provinces of Batangas, Camarines Sur, Misamis Oriental, Pampanga and Tarlac preparatory to its wider implementation in CY 1987.

3. The MBM shall, in coordination with the Commission on Audit and the Ministry of Finance, issue the necessary rules and regulations for the proper implementation of this program for 1986 as well as for subsequent years.1aшphi1

4. This Memorandum Order shall take effect immediately.
