MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 31, August 21, 1986 ] THE BUREAU OF CUSTOMS AS A CRITICAL AGENCY OF THE NATIONAL GOVERNMENT The Bureau of Customs is hereby declared a critical agency in view of the vital role it plays as a revenue collecting agency of the country. The Compensation Plan for the Office of the President (Proper) authorized under EO No. 530 dated March 31, 1979 shall apply to all positions in the Bureau of Customs, effective April 1, 1986. The Ministry of Budget and Management in coordination with the Bureau of Customs is directed to formulate the rules and regulations in the implementation of this Order.1aшphi1 (Sgd.) CORAZON C.
