To: All Officials and Employees
Office of the President –
It has come to my attention that more than fifty percent (50%) of the work force of this Office left their posts before the official departure time on August 22, 1983, in violation of civil service rules and regulations on attendance. In some instances official transactions virtually ceased in a number of offices or units as employees left long before the prescribed dismissal time. Some employees left on their own volition without even bothering to ask permission from their supervisors or unit heads. Their irresponsible acts nearly paralyzed the services on such flimsy excuses as alleged lack of public transportation, brownouts, imagined fears of rallies, illness, family problems and other concocted alibis.
It should be borne in mind that the authorities concerned are well aware of the prevailing peace and order situation on the aforementioned date and are cognizant of the employees’ safety and welfare.
It is, therefore, directed that, henceforth, all officials and employees in this Office, under similar circumstances as those obtaining on August 21, 1983, should remain in their offices until the prescribed departure time or until office hours are officially suspended.
Heads of offices or primary units, may, however, continue to exercise their discretion to allow their employees, on a case to case basis, to leave their posts before dismissal time for valid and justifiable reasons.1aшphi1 But in no case shall they be allowed to leave their posts, en masse, without prior permission from the undersigned.
Strict compliance with this Order is enjoined and violation thereof will be dealt with more drastically in the future.
