MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 769, January 10, 1983 ] AUTHORIZING THE ATTENDANCE AND PARTICIPATION ON OFFICIAL TIME OF OFFICIALS AND EMPLOYEES OF THE OFFICE OF THE PRESIDENT IN THE ANNUAL MALACAÑANG SPORTSFEST In line with the President’s policy of promoting physical and mental fitness through sports, the Office of the President will have a continuing program of sports activities for its officials and employees dubbed as “Malacañang Sportsfest.” All heads of primary units are hereby constituted as members of the executive committee responsible for policy guidelines, with Presidential Finance Assistant Cesar A. Dumlao as chairman and with his sports development staff as implementing and coordinating arm. To insure meaningful involvement in this program, all heads of primary units and offices are hereby authorized to allow the attendance and participation on official time of as many officials and employees as possible in the programmed sports activities and to designate a sports coordinator in their respective units or offices to monitor said attendance and participation. Participating athletes and players, including tournament and team officials, shall be entitled to reasonable allowances not exceeding ₱20 per day for actual attendance and participation in sports activities held outside the vicinity of Malacañang, chargeable against any available funds of this office, subject to the usual accounting and auditing requirements.1aшphi1 All officials and employees concerned are hereby directed to give their full support and active involvement in this sports program.
