In view of the exigencies of the service, the part-time detail to the Securities and Exchange Commission, of the government personnel listed hereunder, effective August 1, 1981, is hereby authorized:

He shall be entitled to honoraria in the amount equivalent to not more than fifty percent (50%) of his basic salary, chargeable against the funds of the Securities and Exchange Commission, subject to the usual accounting and auditing rules and regulations.
