MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 724, May 15, 1981 ] CREATING A COMMITTEE TO UNDERTAKE RESEARCH AND STUDY OF CERTAIN TERMS AND QUESTIONS UNDER REPUBLIC ACT NO. 1616, AS AMENDED BY REPUBLIC ACT NO. 4968, AND PRESIDENTIAL DECREE NO. 1146 FOR PURPOSES OF RETIREMENT. There is hereby created a Committee to be composed of one representative each from the Office of the President, Ministry of the Budget, Commission on Audit, Civil Service Commission and the Government Service Insurance System, to undertake research and study on the definition or meaning of certain terms used in Republic Act No. 1616, as amended by Republic Act No. 4968, and Presidential Decree No. 1146. Particular emphasis should be laid on the meaning of the following terms for purposes of retirement, under the aforesaid laws, to wit: “creditable service”, “consultant”, “highest salary received”, “positions covered by retirement”, “sources of funds” and such other terms and issues necessary to fully implement the provisions of the aforesaid laws. The Committee shall also submit a. study on the question of when a government employee shall have completed his 20 years service under Republic Act No. 4968 for purposes of retirement. The Committee is hereby authorized to call on any government office or agency concerned for such assistance as it may need in the performance and accomplishment of its work and shall submit its study and recommendation not later than 30 days from date hereof.1aшphi1 This Order shall take effect immediately.
