[ Memorandum Order No. 693, April 7, 1980 ]
CREATING A COMMITTEE TO INQUIRE INTO THE CASE INVOLVING THE ST. MARTHA MANUFACTURING CORPORATION AND THE NATIONAL HOUSING AUTHORITY (NHA).
Mr. & Mrs. Miguel H. Borlaza of the St. Martha Manufacturing Corporation, Industrial Building No. 1, Dagat-Dagatan Industrial Estate, Navotas, Metro Manila, sought the assistance of the Office of the President to stop the execution or enforcement of the decision rendered by the City Court of Quezon City, Branch II, in Civil Case No. 11-1377 entitled “National Housing Authority, Plaintiff, versus, St. Martha Manufacturing Corporation, Defendant,” which decision would result in the eviction of the aforesaid corporation from Building II of the NHA-supervised Kapit-bahayan Complex in Tondo, Manila. In order to avoid any injustice to the parties concerned and for reasons of equity, this office in its letter dated March 26, 1986, directed the General Manager, National Housing Authority, to hold in abeyance the enforcement of the aforesaid decision.
The NHA General Manager, in his letter dated March 29, 1980, copy attached, requested that the said Memorandum directing the NHA to hold in abeyance the enforcement of the writ of execution in the abovementioned case be lifted immediately on the ground that further delay in the enforcement thereof will greatly prejudice the interest, not only of the NHA but also the beneficiaries of the project who enjoy the benefits of socialized housing which is being cross-subsidized from revenues generated from the commercial/ industrial component of the Project.
In view of the foregoing; there is hereby created a Committee to look into this matter composed of the following:

The Committee may call upon the Heads of Ministries, Bureaus and other offices for such assistance as it may need in the accomplishment of its task. It shall submit its report, through the undersigned, to the President of the Philippines, within one week from the date hereof,
