DIRECTING THE CENTRAL TENDER BOARD TO INVESTIGATE THE CONTRACT FOR THE NATIONAL GOVERNMENT DEVELOPMENT PROJECT AWARDED TO THE RESEARCH AND PLANNED DEVELOPMENT SYSTEM, INC., AND FELIPE M. MENDOZA & ASSOCIATES INSOFAR AS IT AFFECTS TEE CONTRACT PREVIOUSLY AWARDED TO NAKPIL, NAPKIL, NAPKIL AND NAPKIL OVER THE SAME PROJECT

In view of the urgent need to provide a speedy and expeditious means for the resolution of the conflict arising from the two contracts awarded for the National Government Center Development Project to the Research & Planned Development System, Inc. (REAI) and Felipe M. Mendoza & Associates on the one hand, and to the Napkil architectural firm on the other, the Central Tender Board, hereinafter referred to as the “Board”, is hereby directed and authorized to conduct an investigation on the matter,

For this purpose, the Board shall undertake the following:

1. Determine whether the two contracts cover the same project or subject matter;

2. Determine whether. the plans, design and specifications submitted to, and fully paid for by the Government, pursuant to the Napkil contract can still be utilized; and if so, to study the possibility of cancelling the REAP-Mendoza contract insofar as it coincides with the Napkil contract;

3. Make appropriate recommendation based on the results of its investigation; and

4. Take such other actions as may be necessary to carry out its assigned task and responsibilities.

The Board is hereby empowered to call upon appropriate ministries, bureaus, agencies or instrumentalities of the government for such assistance as it may need for the successful performance of its functions.1aшphi1

The Board shall submit its report and recommendations to the Presidential Executive Assistant within forty-five days from date hereof.

This Order shall take effect immediately.
